To compact OST make sure you set to cache for less time. From ALL to 5 or 3 years. Then compact the OST.
From Outlook >> File >> Account Settings >> Account Settings >> Select Mailbox and Click on Change >> Reduce the time for Cached email >> Outlook Data File Settings >> Compact Now
